Presentation of the ONAGRI

Who Are We?

A public institution serving agricultural intelligence: The National Observatory of Agriculture (ONAGRI) is a public administrative institution under the supervision of the Ministry of Agriculture, Water Resources and Fisheries.

It constitutes the national reference framework for observation, analysis, and strategic monitoring of Tunisia’s agricultural, food, and fisheries system.

Designed as a public intelligence tool, ONAGRI goes beyond the mere production of data by transforming raw information into structured knowledge, and subsequently into informed support for public and economic decision-making.

Our team consists of 7 agro-economist engineers, one IT engineer, 4 administrators and one technician.

An Institution founded in response to a Strategic Need

Established by Decree No. 308 of 1 February 1999, ONAGRI is part of a broader effort to modernize national agricultural governance. Its creation responded to a fundamental imperative: to equip the State and sector stakeholders with a sustainable instrument for observation and foresight, capable of monitoring developments in agriculture, water resources, and fisheries within an environment characterized by uncertainty, volatility, and structural transformations.

Since its establishment, ONAGRI has progressively positioned itself as a central actor in agricultural knowledge, at the intersection of statistics, economic analysis, and sectoral foresight.

A Clear Mission: Inform, Anticipate, Support

ONAGRI’s mission is to collect, consolidate, process, analyze, and disseminate data related to the agricultural, food, and fisheries sectors, with the aim of producing reliable, clear, and useful information.

Beyond describing phenomena, the Observatory is committed to:

  • Decoding underlying economic mechanisms,
  • Identifying long-term trends and weak signals,
  • Anticipating risks and imbalances,
  • Supporting public and private decision-making through a strategic reading of ongoing developments.

This mission is carried out with scientific neutrality, methodological rigor, and a strong commitment to the public interest.

 

From Data to Decision: An Integrated Value Chain

ONAGRI operates across the entire lifecycle of agricultural information:

  • Collection and cross-referencing of multi-source data,
  • In-depth statistical and economic processing,
  • Short-term (conjunctural) and structural analyses,
  • Development of indicators, scenarios, and early warning systems,
  • Clear, documented, and accessible dissemination.

This integrated approach gives the Observatory a structuring role in organizing and enhancing the readability of national agricultural knowledge.

A Comprehensive Scope of Observation

ONAGRI adopts a cross-cutting and systemic perspective of the agricultural and food sector. Its work notably covers:

  • Plant, animal, and fisheries value chains,
  • Markets, prices, and production costs,
  • Foreign trade and the food balance,
  • Natural resources, water, and climate,
  • Agricultural investment and sector performance,
  • Risks, external shocks, and structural transformations.
  • Produce, analyze, alert, publish.

 

Key Publications

ONAGRI’s publications represent the tangible expression of its mission in observation and strategic monitoring. Based on rigorously processed data, they provide a regular, structured, and forward-looking analysis of agricultural dynamics at both national and international levels.

ONAGRI Vigilance

A flagship periodic publication, ONAGRI Vigilance ensures continuous monitoring of risks likely to affect the Tunisian agricultural sector. It highlights vulnerabilities, warning signals, and pressure factors related to markets, climate, health risks, or external shocks.

 

 

 

Monitoring and Analytical Notes

These thematic notes provide in-depth analysis of emerging issues or short-term phenomena. They aim to assess their economic and sectoral implications and provide decision-support elements.

The ONAGRI Newsletter

A quarterly publication that serves as a space for reflection and dialogue. It offers in-depth analyses, highlights sector transformations, and fosters exchange with scientific, technical, and economic communities.

Market Watch

This section provides regular monitoring of wholesale market prices, contributing to greater transparency in agricultural markets and improved understanding of their functioning.

Other Analytical Outputs

ONAGRI also produces analyses on international prices, the food balance, agricultural investment, and strategic value chains such as olive oil, cereals, milk, meat, dates, citrus, fisheries, and aquaculture.

A Reference Public Platform

ONAGRI’s website is a central institutional platform for accessing agricultural information in Tunisia. It provides structured access to statistical data, economic analyses, and the Observatory’s publications, in a spirit of transparency and decision support.

ONAGRI is also engaged in a progressive Open Data approach, aimed at enhancing accessibility and reuse of public information.

The “agridata.tn” portal provides a dynamic digital database in open format, increasing the value and potential of information. Currently, the “Agridata” portal hosts 1108 datasets across 21 themes related to the agricultural sector.

 

A Digital Presence Serving Knowledge Dissemination

Through its digital platforms (Facebook, X, LinkedIn, and YouTube), ONAGRI complements its website by disseminating concise, educational, and multimedia content. This presence aims to broaden access to information, promote its publications, and strengthen interaction with the public.

ONAGRI leverages a rich and structured documentary heritage, composed of thousands of references, studies, academic works, and regulatory texts. This capital forms a fundamental foundation for research, expertise, and the development of agricultural policies.
